Is it illegal to party with a person that just died?

No - as long as your party doesn't involve anything that would constitute abuse or desecration of the body.
You can do so at the funeral home, yes. In fact, some celebrate the person that way. That's about the only location the law will allow you in the US though. Talk to the funeral director about these arrangements to find out what the funeral home will allow (some are really tight about it) and make sure that you have designated drivers.

Now, of course, that brings up an expense. You cannot have a booze party at a cemetary. So you really have no choice but to go through a funeral home and that costs money.

Well, it's boring, and chances are, they won't be buying rounds. Also, you can't count on them to be the designated driver. The upside is you can use the carpool lane on the freeway. Good points, bad points- let me know how it works out for you.
It depends on local laws concerning the keep of dead bodies. I don't see why it would be illegal since wakes are allowed.. it would be best not to have any underage drinking or drug use since you're probably putting yourself in danger of being caught with those things going on.
