Is it cosmetic tattooing, like after a serious burn injury or something? Then of course it's legal, and even recommended. With your parents' permission, you can just about have anything done. Check with the tattooer. If he or she is clean, (or even not) they will know what's allowed and what's not.
Make sure they are good at it or you might be stuck with a lifetime of lawsuits, surgeries, infections and ugliness if things go wrong. This is worst case scenario, but I stil think you should wait until you are 18 to get anything permanent done like that.

you can be as old as 7 yrs. old to have a nazi tattoo on your forhead and no one can "do" or "say" sh*t
It depends on the state law. Some states wouldn鈥檛 allow it even with a parent鈥檚 permission.
